Development of appropriate solutions to deal with risks at national level has been impeded by the lack of capacity in agriculture risk management among relevant stakeholders to develop strategies and mainstream solutions in the national policy agenda. The Ministry of Agriculture,
Animal Industry and Fisheries (MAAIF) identified risk as one of the major threats to food security as ighlighted in the Agricultural Sector Strategic Plan 2016 – 2020. One of MAAIF’s current strategies is to strengthen and enhance farmers’ ability to cope with risk and stabilize
their household income. Building a knowledge and skills base to assess the risks and to implement appropriate agricultural risk management tools successfully in Uganda is one of the key prerequisites for this agenda. To achieve this, MAAIF has built Multi-stakeholder partnerships to build capacity among its extension staff and other officers. One such partnership is a memorandum of Understanding between MAAIF and Makerere University’s College of Agricultural and Environmental Sciences (CAES), which is current carrying out refresher courses for district extension staff and other officers under MAAIF.
